Was this adjective really needed?

I saw the following job posting:

Proficient Library Technician

I don’t know if it is an indictment of the quality of the pool of potential library technician hires, but I can’t believe having to mention that they only want to hear from applicants who are, you know, “skilled” is a good sign.
